Hyakuya Michaela from Owari no Seraph. I don't have the blouse or gloves anymore, but it was a basic gray blouse with gold trim and plain white gloves. If I find the brooch that went on the blouse I'll include it.
The costume is really warm and works well for winter. I never had any issues, it's very comfortable and looks nice. The gold parts on the coat are handmade, if you don't want them you can remove them. They were made in reference to pictures of early manga covers.
